In March, the Greenhouse Gas Protocol launched the free, excel-based GHG Emissions Calculation Tool to help companies estimate their GHG emission from cross-sectoral sources.

The tool offers users a step-by-step process to estimate company emissions for specific cross-sectoral emissions sources.

The tool is currently in beta version, and to help us improve this free resource, please share your feedback on this tool with us in this brief survey.

New Standard Developed to Help Financial Industry Measure and Report Emissions

WASHINGTON, D.C. (March 18, 2021) – A new standard to help the financial industry measure and report financed greenhouse gas (GHG) emissions was launched at the end of 2020. The Global GHG Accounting and Reporting Standard for the Financial Industry was developed by the Partnership for Carbon Accounting Financials (PCAF) as a response to industry demand for a global, standardized approach to measure and report finance emissions.

Written by a diverse, global team of financial institutions for financial institutions, the Standard combines deep industry insight with the rigor of the Greenhouse (GHG) Protocol, the supplier of the world's most widely used greenhouse gas accounting standards. The Standard bears the “Built on GHG Protocol” mark, an achievement earned after an in-depth review by WRI for strict adherence to the GHGP’s Corporate Value Chain (Scope 3) Accounting and Reporting Standard.

The “Built on GHG Protocol” mark provides assurance and credibility of the GHG accounting methods in the Standard, giving it the visibility and recognition as the definitive global standard for GHG accounting for financials. The Standard’s much-needed universal, standardized, transparent methodology will go on to support the further growth of GHG accounting in FIs across the globe.

The Standard provides detailed methodological guidance for measurement and disclosure of GHG emissions associated with six asset classes: listed equity & corporate bonds, business loans & unlisted equity, project finance, commercial real estate, mortgages and motor vehicle loans. Future editions of the Standard will expand this coverage of asset classes and include case studies.

Thanks to the Standard, for the first time financial institutions are equipped with globally harmonized, robust, transparent methods to consistently measure and disclose financed emissions, a metric that enables them to: assess climate-related risks in line with the Task Force on Climate-related Financial Disclosures (TCFD), set science-based targets using the sectoral decarbonization approach developed by the Science Based Targets initiative, report to stakeholders with the CDP disclosure framework, and inform climate strategies and actions to develop innovative financial products that support the transition toward a net-zero emissions economy.

The PCAF Standard is being implemented in five regions: Africa, Asia-Pacific, Europe, Latin America and North America. Each region has regional implementation teams with a clear governance structure. Each team receives technical assistance to implement GHG accounting and reporting at no cost. The lessons learned through the regional implementation feed into the refinement of the Global GHG Accounting and Reporting Standard for the Financial Industry.

Ensuring Transparency and Accountability in Standard Setting: GHG Protocol’s Strengthened Governance Model

As announced in November of 2023, GHG Protocol is refining its governance model to meet the needs of a rapidly changing GHG accounting and reporting landscape. As voluntary and regulatory programs continue to integrate GHG Protocol’s standards and guidance, we’ve recognized the need to update our governance model to maintain transparency and accountability to our stakeholders.

Greenhouse Gas Protocol is the most widely used GHG accounting and reporting standard in the world, serving as the foundation for most other standards and initiatives tackling corporate decarbonization. GHG Protocol’s robust multi-stakeholder governance process has been integral to its success over the past 25 years, and we remain committed to an inclusive approach.

To that end, we are evolving our governance structure in tandem with our work to update GHG Protocol’s flagship suite of corporate standards. In November of 2023, GHG Protocol launched a new governance structure with two new governance bodies: a Steering Committee (SC) and Independent Standards Board (ISB) (Figure 1).

Under the new structure, organizational governance will be overseen by a new Steering Committee. The committee will provide strategic guidance on the goals and direction of GHG Protocol by approving GHG Protocol’s mission, vision, strategy, and rules of procedure. It will appoint members to the Independent Standards Board, provide oversight of the ISB, and ratify ISB decisions. WRI and WBCSD will serve as Interim Steering Committee Co-Chairs until a new Chair has been selected.

The Independent Standards Board will oversee the standards development process and ultimately approve final standards and guidance. Whereas previous standards and guidance development processes each had their own Advisory Committee, the Independent Standards Board will now provide oversight across the entire suite of corporate standards and guidance. The Independent Standards Board will be made up of leading global GHG accounting and reporting experts, serving in their individual capacities, from across academia, civil society, regulatory and standard setting bodies, and the corporate and financial world.

Between November 14, 2023 and January 31, 2024, the GHG Protocol solicited nominations for Steering Committee and Independent Standards Board membership. We received more than 200 applications for the former and more than 230 applications for the latter. More information about both bodies can be found here.

In January of 2024, GHG Protocol announced Professor Dr. Alexander Bassen as the inaugural Chair of the Independent Standards Board. Dr. Bassen, a globally recognized academic and expert on corporate governance and sustainability reporting, is professor of Capital Markets and Management of the Faculty of Business, Economics and Social Sciences at the University of Hamburg.

GHG Protocol is now working in partnership with the executive search firm Egon Zehnder to conduct a thorough but expeditious review of the applications for Steering Committee and Independent Standards Board membership. GHG Protocol anticipates announcing the inaugural Chair of the Steering Committee and members of the Steering Committee and Independent Standards Board in Q2 of 2024.

In tandem with this process, GHG Protocol is establishing multiple Technical Working Groups, which will play a primary role in the development of the technical content of updated GHG Protocol standards and guidance. Informed by the results of a five-month global stakeholder survey, these Technical Working Groups will focus on updates related to the Corporate Standard, scope 2, scope 3, and mitigation impacts/market-based accounting. GHG Protocol anticipates convening Technical Working Groups in mid-2024, following public announcement of Steering Committee and Independent Standards Board members. Those applicants not selected for membership in a Technical Working Group will automatically be included in Review Groups and will still be able to provide input and feedback on draft standards and guidance.

Updated April 9: GHG Protocol is accepting Technical Working Group (TWG) applications on a rolling basis to accommodate individuals who missed the deadline and to fill potential gaps in the composition of TWGs after the TWGs are convened. For those who already submitted an application, there is no need to resubmit. For those that missed the deadline, you may apply via this form. GHG Protocol anticipates convening Technical Working Groups towards the end of Q2 2024.

The GHG Protocol Secretariat maintains its commitment to transparent engagement with our stakeholders. All documentation related to the new governance structure, once finalized, will be available on our website. This will include Terms of Reference for each governance body and clear rules of procedure including decision-making steps and criteria. We are also working to benchmark our standard-setting policy and procedures against best-practice from ISEAL and following guidance for Voluntary Consensus Standards.

Scope 3 Survey Draft Summary Report and Proposal Summary

Between November 2022 and March 2023, GHG Protocol invited interested stakeholders to provide feedback via four surveys on the Corporate Standard, the Scope 2 Guidance, the Scope 3 Standard, and market-based accounting approaches.   

GHG Protocol received 354 responses to the Scope 3 Survey. This Draft Summary Report provides a detailed overview of stakeholder feedback from the Scope 3 Survey. The report builds on the “Topline Findings from Corporate Standard & Scope 3 Surveys Feedback” webinar, hosted by GHG Protocol in August 2023, by providing a more comprehensive and detailed summary of responses. Materials for the other three survey workstreams can be found here. 

In addition to the survey responses, GHG Protocol received approximately 100 proposal submissions related to the Scope 3 Standard. All shared proposals can be viewed here.

Review Period

The review Period for the Scope 3 Survey Draft Summary Report and Proposal Summary is open until Monday, April 15, 2024. 

GHG Protocol encourages all interested stakeholders to read the Scope 3 Survey Draft Summary Report and Proposal Summary. To ensure that GHG Protocol is accurately representing survey feedback, GHG Protocol is holding a review period to invite comments only from individuals/organizations who completed the scope 3 survey or submitted a scope 3 proposal who believe their feedback was either not adequately included or misrepresented.  

If you or your organization completed the scope 3 survey, we invite you to review the Draft Summary Report to ensure your feedback is represented accurately. To do so, please complete this form by Monday, April 15, 2024.

The GHG Protocol Secretariat will then review all responses submitted via these forms during the review period to release final versions of these summaries.

Next Steps in Standards Update Process 

The Scope 3 Survey Summary Report and Proposal Summary will support the development of specific work plans and inform discussions around key revisions to the Scope 3 Standard and related GHG Protocol standards. In addition, the GHG Protocol Secretariat will continue to solicit new information and review relevant new research studies related to the Scope 3 Standard as they become available throughout the update process.

Applications closed on Wednesday, January 31, and we received over 1,650 applications across the Steering Committee, Independent Standards Board and Technical Working Groups. GHG Protocol is now working to conduct an expeditious review of the applications and currently anticipates convening Technical Working Groups in mid-2024, following public announcement of Steering Committee and Independent Standards Board members. Overview of GHG Protocol Integration in Regulatory Climate Disclosure Rules

ANNOUNCEMENT: GHG Protocol Launches New Governance with Call for Steering Committee and Independent Standards Board Applications

This governance restructuring is part of GHG Protocol’s overall strategy refresh. In May 2022, GHG Protocol initiated a strategy and organizational review process, including soliciting feedback from a diverse range of stakeholders. This feedback calls for a more formalized governance process and increased transparency and speed of standards development.
