ANNOUNCEMENT: GHG Protocol and ISO Welcome COP30 Action Agenda to Harmonize Carbon Accounting

BELÉM, BRAZIL (11 November, 2025) – Greenhouse Gas Protocol (GHG Protocol) and the International Organization for Standardization (ISO) today welcome the publication of the COP30 Action Agenda plan to accelerate carbon accounting solutions, supporting the COP30 Presidency in elevating detailed solutions to turn commitments into concrete actions. 

Following announcement of their partnership in September, as part of the Action Agenda, GHG Protocol and ISO have laid out their detailed COP30 Action Plan to Accelerate Solutions (PaS) for harmonized global carbon accounting standards, joining the Brazilian COP Presidency in underscoring the importance of robust, globally applicable carbon accounting frameworks for operationalizing decarbonization pathways.

The Action Agenda Plan demonstrates how to unlock a critical barrier to enabling rapid decarbonization: the lack of harmonized, interoperable carbon accounting standards across corporate, product, and project levels. 

GHG Protocol and ISO are supporting the COP30 Presidency’s mission to advance implementation and showcase impact, with the goal of delivering accelerated quantified emissions reductions by 2030.

The plan will build on GHG Protocol and ISO’s long-standing role in enabling the measurement and reporting of greenhouse gas emissions. The respective standards are among the most commonly referenced in carbon accounting and have influenced the development of numerous regulations, disclosure frameworks, and support carbon markets globally.

By 2028, ISO and GHG Protocol will have established the standards infrastructure required for harmonized emissions reporting, functioning carbon markets, and interoperable regulation.

The outcome will serve as the backbone for measuring, verifying, and ultimately reducing carbon footprints across industries worldwide by enhancing market transparency and enabling credible emissions tracking.

Among other topics, ISO and GHG Protocol will focus on:

  • A set of consistent international standards that support decarbonization and transition to low-carbon economy
  • Consistent and comparable frameworks across product, entity and project accounting
