I. Overview
Stakeholder feedback is a critical component of GHG Protocol’s Standard Development and Revision Procedure, providing an opportunity for all stakeholders to contribute feedback on key topics related to GHG Protocol standards and guidance.
II. Current Opportunities for Feedback
1. Forest Carbon Accounting Request for Information
GHG Protocol is launching a Request for Information (RFI) to gather stakeholder input on how best to achieve a robust and practicable approach to Forest Carbon Accounting (FCA).
With a view to drawing on the range of perspectives within and across the academic and practitioner communities, the RFI invites workable proposals that are both scientifically robust and practically implementable.
GHG Protocol will also explore complementary approaches for constructive engagement among stakeholders and welcomes views on how such collaboration can best be structured.
The RFI is now open until February 1, 2027. To participate:
- FCA Request for Information: Preview the questions
- FCA RFI Survey: Complete and submit your feedback
While this work is underway, companies choosing to disclose forest carbon impacts should be transparent about their methodology.
III. Past Opportunities for Feedback
1. Actions and Market Instruments Request for Information
The Actions and Market Instruments workstream recently completed a Request for Information on their Actions and Market Instruments White Paper, which summarizes the outcomes of Phase 1 of the standard development process. The most significant development proposed in the White Paper is the introduction of a multi-statement accounting and reporting structure for GHG reports. For an overview of what the AMI White Paper covers, please see this blog.
GHG Protocol received almost 500 stakeholder responses and thanks all who took the time to submit feedback. The AMI Secretariat is now working to summarize this feedback and will be publishing an overview of the feedback in the coming months.
Please note that the AMI White Paper is not yet a draft standard. A formal public consultation on a draft standard is planned for Q3 2027.
2. Scope 2 Public Consultation and Electricity-Sector Consequential Methods Public Consultation
Two public consultations were held between October 20, 2025 and January 31, 2026: One focused on updates to the Scope 2 Guidance (2015) which addresses inventory accounting, and the other focused on consequential accounting methods for estimating avoided emissions from electricity-sector actions.
For the Scope 2 Public Consultation, all feedback will be analyzed and work will be undertaken to review and revise the Scope 2 Guidance (2015) in consultation with the Scope 2 Technical Working Group as necessary.
For the Electricity-Sector Consequential Methods Public Consultation, stakeholder input will be synthesized and used to inform the Actions and Market Instruments (AMI) Technical Working Group which will address the reporting of emissions impacts outside corporate inventories.
