Dr. Wee Kean Fong is the Greenhouse Gas Protocol Director, Asia-Pacific Engagement and GHG Protocol Director, National and Subnational Standards. Dr. Fong leads GHG Protocol’s government sector work, including greenhouse gas accounting for cities and countries. 

Prior to the current role, Dr. Fong served as the Deputy China Country Director of World Resources Institute (WRI) from 2018 to 2023. While overseeing WRI China’s programs and core functions, he was managing the Climate and Energy works in the country. Some of his recent works in China include deep decarbonization analyses at both national and subnational levels (provinces and cities) and corporate supply chain decarbonization. 

From 2010 to 2017, Dr. Fong was actively involved in driving city climate actions globally. He co-authored the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories (GPC), which is currently the most widely used greenhouse gas accounting standard for cities across the globe. He was also directly engaged with dozens of cities across the continents to support them in greenhouse gas accounting and low-carbon planning. 

Prior to that, for more than a decade, Dr. Fong was a consultant for broader sustainable development issues. He participated in numerous studies and technical assistance projects in developing countries in Asia.
