ISO and GHG Protocol Announce Strategic Partnership to Deliver Unified Global Standards for Greenhouse Gas Emissions Accounting 

This landmark partnership marks a new era in GHG accounting, producing a common global language for emissions accounting and addressing the needs of companies, investors, verifiers, auditors, and policymakers. Formally launched during New York Climate Week, the partnership has been supported widely, including in a spotlight from The Wall Street Journal. Scope 2 Public Consultation: Overview of Revisions Blog 

Revisions to the Scope 2 Guidance will enter a 60-day public consultation period in October to solicit public feedback in line with our Standard Development and Revision Procedure. To help stakeholders prepare, we are releasing a series of blogs that delve into the proposed changes to the guidance, including the new hourly and deliverability requirements and how you can participate in the consultation process. Actions and Market Instruments Workstream Accelerates, Welcomes New Interim Lead 

The Actions and Market Instruments workstream has resumed Technical Working Group meetings under the leadership of GHG Protocol's new Acting Lead for Actions and Market Instruments, Ralf Pfitzner, following a summer break. Ralf previously served as the Global Head of Sustainability for the Volkswagen Group and GHG Protocol is delighted to welcome him to this new role. GHG Protocol is currently hiring a Director and a Manager for the Actions and Market Instruments workstream.

Suite of Corporate Standards: Quarter 3 2025 Technical Working Groups Update    

GHG Protocol currently has five Technical Working Groups in process. Below is a high-level update about what each workstream has been working on between July and September 2025. You can view the materials from Technical Working Group meetings in GHG Protocol’s Standards Development and Governance Repository.      

  • Corporate Standard Technical Working Group: The TWGhas begun discussions on phase 2 topics including base year recalculation (Subgroup 1) and data quality (Subgroup 3) and has continued to make progress on the phase 1 topic of consolidation approaches (Subgroup 2). Preliminary phase 1 outcomes agreed upon by the TWG were presented to the Independent Standards Board (ISB) in July, with ISB decisions planned for this fall.
  • Scope 2 Technical Working Group: The TWG’s proposal to update the location- and market-based methods was approved by the Independent Standards Board (ISB) to proceed to public consultation this fall (10–1 votes in both cases). The 60-day consultation will gather feedback on draft updates, including updated emission factor hierarchies and hourly and regional matching criteria, with feasibility measures including load profiles for hourly matching, exemption thresholds for smaller organizations, a legacy clause for existing contracts, and an anticipated phased implementation period before adoption of the revised standard. In parallel, the ISB directed electricity sector avoided emissions concepts to advance under the cross-sector Actions & Market Instruments workstream.
  • Scope 3 Technical Working Group: The TWG completed phase 1 revisions across its three subgroups and presented them to the ISB for review in July, with ISB decisions planned for this fall. The Scope 3 TWG began work on phase 2 topics, beginning with boundary setting updates for each of the individual scope 3 categories.
  • Actions and Market Instruments Technical Working Group: The AMI TWG is currently producing a Phase 1 White Paper, which provides key concepts, principles, and approaches for multi-statement reporting of actions and market instruments in a comprehensive and transparent GHG report. The TWG will meet in an in-person workshop this fall to accelerate progress, then submit TWG recommendations to the ISB in December. If agreed by the ISB, the white paper is intended to be published by the end of the year, summarizing key deliverables of AMI Phase 1 work.  
  • Forest Carbon Accounting Technical Working Group: The TWG has concluded its work developing forest carbon accounting proposals for the ISB. The ISB is still discussing the tradeoffs between the different forest carbon accounting proposals.
